I want to travel to a city or town in South America that offers some good outdoor recreation/adventure, like whitewater rafting, hiking, mountain biking, anything along those lines. Where should I go?

Argentina is your very best option.
It is such a large and diverse country that you have any and everything you could think of. Chose carefully a tour that would take you to places you like to be in, and in my opinion based on what you would like to do, you should go close to the Andes Mountains or even better Southern Argentina, in a heavenly place full of nature, mountains, lakes, etc… Bariloche.
Remember something important: While is Summer in USA, it is Winter in Argentina. So plan accordingly.
If you like large cities like Paris or New York, in Argentina your place is Buenos Aries.
The food is out of this world but don’t expect spicy because they do not believe in it. People are very warm and so awesome… They have all you could possible want.
Another thing: Argentina does have a diverse European population. Europeans settle the place and you’ll have Italians, French, Spaniards, Swiss, German, English all over the place and, in the same country. They speak a very old Spanish called “Castellano”. Argentina and a very small place in Spain are they only ones speaking the same language.
From the ragged north to the huge cities to the amazing Atlantic beaches to even the very tip south of Argentina connecting with Antarctica are only some of the awesome places you could chose from.
Argentina is one of my most favorite destinations and I would go back more often if I could.
Reserve a great tour around the areas for your specific kind of activities… or just go blind and experience it all at once.
