My friend in the Ukraine wants to visit me in Italy for the Xmas Holidays. She can’t go to the Italy Consulate in Kiev because it is well known the consulate refuses 96% of all Visa requests. Seeing that Italy is part of the Schengen Visa group of nations, which consulate should she go to for the Visa? I should add that she can enter Italy with a Schengen Visa from another consulate. My problem is WHICH consulate is the most lenient when it comes to issuing these Visas. I had heard it could be Finland or even the Netherlands.

The Greeks have been known to be generous. But if your mother is going only to Italy, she must apply at the Italian embassy. Schengen rule.
