Visit Switzerland because there are beautiful scenaries. Visit Rome as it is romantic. Visit Paris because it is a shopping paradise. A cheaper alternative and closer to home shopping paradise will be HongKong.

If you are planning to catch more than one carnival, or regatta it would be best to plan a really long trip! Through the islands Carnivals are spread out throughout the year. In the Virgin Islands alone there are three Carnivals, one close to Christmas (st. croix), one on the 4th of July (St. John) and on St. Thomas Carnival is at the end of April! Then Trinidad’s Carnival is in February (tied in with Lent). The Rolex Regatta is in April too, or sometimes late March. I suggest deciding on an island and then researching the best time to visit to experience the most activities. Also keep in mind that Carnivals often last for weeks, if not a whole month, with different activites happening every day (Steel Pan shows, Calypso Competitions, Boat Races, leading up to Jouvert and the Parades near the finale…) The Wiki for Caribbean Carnivals gives you a rough idea of the dates throughout the islands though!
I would refer you to the Caribbean Tourism Organization’s website to get Caribbean carnival and festival dates:

I would recommend visiting Dominica for our independence celebrations which begin in October and run through November 4th. – http://www.dominica.dm
For Carnival I recommend Trinidad or Dominica both carnivals are the same time in February and climax on the two days before Ash Wednesday and celebrations begin sometime in January.
Throughout the year the Caribbean islands have festivities that you could enjoy.
Because most Islands center their holidays around the Christian Calendar the dates may change slightly each year, but here is what I know so far:
CARNIVAL
Dominica & Trinidad – February 19 & 20 2007
St. Lucia – July (most likely the 16 & 17)
Antigua – August (6 & 7)
For reggattas, St. Maarten host the Heineken Regatta the first weekend of March. That is the largest reggata in the caribbean.
Carnivals,
Trinidad, Curacao, Aruba, Dominica, French St. Martin all have their carnival before ash Wednesday. It all depends when Ash Wednesday falls next yr. St. Maarten (Dutch) celebrate their carnival in April after Easter. St. Thomas is before Easter. Statia, Saba, Antigua, Anguilla and I think Tortola celebrate theirs in July.
St. Kitts/Nevis celebrate theirs during christmas time. I think St. Vincent carnival is in July also and Barados in in August or September.
Trinidad carnival may be the biggest but it is not the best. Trust me on that one.
