If you’re travelling low budget and you want to travel comfortably anyway, take a night train to Rovaniemi.

Yes , the train would be the cheapest followed by a bus.
If you need or want to go to a number of places then renting a car is the only way to go.
I don’t find travel too expensive here.
Yeah, the train is probably the cheapest way (if you don’t have the possibility to borrow someones car and just pay the gas). The round-trip from Helsinki to Rovaniemi and back costs about 150 euros total, so that’s not too cheap. However, because you want to travel also to other cities, I would recommend Finnrailpass ( http://www.vr.fi/heo/eng/sesonki/fsesonki.htm ). You can buy it from any railway station, 5 days pass will cost 168 euros; so that’s only 18 euros more than just the trips from helsinki to rovaniemi and back. And 5 days pass means 5 travel days usable within a month, so if you’re planning to stay in Finland for a month, you can for example first stay a week in Helsinki, then buy the railpass and travel to Turku (1st travel day) and stay there a couple of days, then travel to some nice town in the lake district (2nd travel day, maybe to Joensuu or Jyväskylä?) and stay there a couple of days, then travel to some smaller town with railway station and see some countryside (there’s plenty of those small stations, just go to http://www.vr.fi/heo/eng/asemat/asemat.htm and click “stations without booking office”, then pick one from the list that appears and check where it is on the map and maybe google some information. Or ask recommendations. This would be your 3rd travel day with the railpass). Then after a couple of days take the train to Rovaniemi (it would be wise to plan that small town to be somewhere in the middle parts of Finland and not south, otherwise the time you have to spend in train during your vacation may grow too much. This would be your 4th travel day), take a week to see the Northern Finland and then finally use your 5th travel day to take a night train to Helsinki (you may have to pay some euros extra if you’re not used to sleep on a chair and want a bed). Then your month should be almost used, maybe a couple of days to do some shopping in Helsinki (always do the shopping last, you don’t want to drag around a whole suitcase full of souvenirs for the whole month).
So that would be my advice for the cheapest travel if you want to see several cities and towns all around in Finland. Bought separately all those train trips would cost several hundreds, and maybe even more if you used a bus (plus the travel time would be increased a lot if you took the bus…).
If you don’t have the whole month, you may want to spend less time in each place or maybe buy a 3-day railpass and just visit Helsinki, Rovaniemi and one other town… You don’t want to be in a hurry for the whole of your holiday, do you? Besides, even if you want to just travel to Rovaniemi and back, it will be cheaper to buy the 3-day pass and leave the one extra travel day unused. Weird, huh?
