According to the Finnish Ministry of Transport and Communications the law dictates that the driver of a “snowmobile” MUST be in excess of 15 years and have FULL driving licence.
Therefore, it must be assumed that said driving licence will have to be produced to any hire company, snowmobile driving school.

There’s no way they’ll hand over a snowmobile without a valid license. It’s Finnish law, and the companies are also responsible for fulfilling their insurance obligations. I’ve been snowmobiling in Sweden which has similar laws, and they definitely required a license to be shown.
