They can have fares from $1. average price $49
Check in daily as it changes all the time.
Sometimes they can advertise specials from NZ to Australia too.
Or if you want to go by bus see http://www.kiwiexperience.com
You can pay a one off price and hop on and off as much as you want around NZ or choose the North Island or South Island.
i get the feeling you are asking for the cheapest way to travel around nz in 3 weeks and not to fly there.
the best and cheapest way would be to try and hook up with other travellers and either share a car or bargain with a tour company to give you money off. go on a new zealand forum site such as http://www.bbnz.co.nz and see if you can find other travellers to hook up with. many of the operators offer discounts for more than one traveller at a time.
also think about doing WOOFing – working on an organic farm – this way they pay you while you doa few jobs there but its a great way to see the real side of the country. finally try and have a search for relocations as they are often a great way for a cheap travel trip but do limit the time you can spend in anyone place.
