I’m going to be living in Taiwan and would like to just go straight from there on a working holiday in Australia. Is this possible or do I have to go back to the states?

As you have a US passport, you are able to apply online for your Work and Holiday visa and can apply from anywhere outside Australia. See under How to Apply on the following page:
http://www.immi.gov.au/visitors/working-holiday/462/how-to-apply.htm
As long as you are outside Australia when you apply and when it is granted.
You also need a Work and Holiday visa as you are a US citizen, not a working holiday visa.
