I am flying to Vancouver in a months time and have had trouble with my passport so have been unable to apply for my working visa yet. So my question is, am I able to land in Vancouver with a tourist visa and then apply for a working visa after arrival?

Your best source of information will be Citizenship and Immigration Canada at http://www.cic.gc.ca/english/index.asp. I don’t think your plan will work, but I could be wrong. Check it out at that website.

No. Tourists cannot change status.
You’ll need that passport to fly as a tourist.
