Is there a Holiday in Thailand that has something to do with giving back to the River and if so when & how do they honor it? ?

It sounds like Loy Krathong or the Lantern Festival. The link below gives a reasonable explanation of the purpose of the festival and origins.

The holiday is being celebrated starting on November 5, 2009 for a few days in all parts of Thailand.
some will make and most will buy a lantern or flower arrangement with a candle, say a prayer for their ancestors, future, love life what ever. and send the “lantern” down the wiver or in the city, on a lake. It’s actually a very joyous time. Cause you can get rid of all the bad that is happened in your life and hopefully start a new year afresh.

All the answers above are correct. It’s Loy Kratong, invented by a wife of a King of Sukhothai (some 700 years ago). Always amazes me how this carried on for so long. The only thing I wonder is that I only know one song of that period, which actually coming from a poetry: Lilit Pra Lor.. It’s really nice song.
