I would like to rent small apartment that is close enough to public transportation and also safe AND not too expensive (0-200/wk)
Any suggestions?
(also, I have no kids but do have a husband who is also going on working holiday with me)

your going to have to obviously go out to the suburbs.. i’m sure you could find a decent appartment within a 20-30 min train trip from the CBD.
i personally prefer the eastern suburbs eg. maroubra and the southern suburbs eg. cronulla for their healthy fun lifestyle

I think your main concern is it being safe and yet not too expensive which it appears no answerer has addressed to, and I am sorry to disappoint you that you are not going to find any place anywhere in Sydney suburbs in your range of $150-200 for a couple (assuming you are referring to renting an apartment and not sharing it with anyone). But what you can do is, since you both are on working holiday visas, go out of Sydney suburbs, and any big city for that matter, you can still find casual work (depending on what skills you have) in regional areas and you can find cheap and safe accomodation. These small regional areas have all the facilities and provide a good lifestyle (although not as glamorous as the big cities). Areas to consider may be Southern Highlands, Tablelands, Far south and north cost etc.
I would suggest Inner west from Glebe through to Burwood. Stanmore, petersham, annandale, lilyfield, ashfield, drummoyne even have some beautiful places all of which are max 15mins away from the city. You could end up in a shared house which usually aren’t too bad or get a cheaper unit 1 bdrm etc for about 200. I suggest having a look on http://www.gumtree.com.au. Just remember the further out west past strathfield you go the cheaper it will be although it is not as safe as innerwest suburbs – penrith, liverpool, blacktown, bankstown and parramatta are BAD areas.
bondi is usually very expensive as it is a touristy area.
when I moved to Sydney 10 years ago I found a cheap place for $180 per week in a bad area – so 150-200 is not going to happen. My workmates rent are they are paying $380 and $520 per week – the first is a new worker (out of uni 1 year) so that seems to be the median rent in the city (within 30 minutes on the train)

It has great nightlife & is close to transport into the city.
You won’t get your own apartment anywhere in inner Sydney for the amount you have specified but you may be able to find a room in a shared house or apartment. A friend of mine recently moved into a shared house in Annandale (near a bus line into then CBD) and is paying $175 for her room.
