Looks like kids stay for free, That’s great for wallet but is there gonna be herds of screamming kids? should I stay at more expensive all inclusive to avoid Kids who’s Mom & Dad are getting drunk at Bar and have no idea who their kid are annoying. Am I wrong?

Depends. What time of year are you going? If it’s around peak travel time like Summer or Winter or Spring breaks then screaming kids are unavoidable as most families travel during these times. If it’s during the low season in between those breaks then you have a better chance of a quieter time.
I always recommend my client to spend some extra money and go to nicer all inclusive resorts because you get what you pay for when you travel cheap.
Check out Beaches resorts. You may enjoy them more, especially the Turks & Caicos resort. It’s so big with so many activities for kids, you’ll be sure to find a quiet place for yourself: http://www.beaches.com/index.cfm?referral=134793

Go to the Casa del mar, it is very kid friendly and a safe environment for them to play. No, you are not wrong… In the casa del mar, you could be drinking and right there there is a pool and playground for you children to be at. It helps a lot from my experience with my 8 kids going there.
You would be surprised how many people don’t really go with their children on vacation.
Holiday Inn is a great hotel because it’s all inclusive and it has a nice kid’s pool where your kids can play for hours. Holiday Inn is a great resort for families but so is The Aruban Resort and La Cabana. They have spacious rooms with a full kitchen and living room but it really depends on how many days you’re staying. They are affordable too but I’m not quite sure if kids stay for free.
The great thing about both hotels are that Holiday Inn has a all inclusive package (if you choose it of course) and you’ll get free meals and drinks. La Cabana and The Aruban has a fully equipped kitchen where you can cook your meals yourself. But you’re on vacation, you don’t want to do that right?
So you could consider them. But I think Holiday Inn is great. So it’s definitely worth considering.
By the way, if you stay at the Holiday Inn, check out the giftshop called VanDorp Drugstore and sundries, they have awesome things so you should definitely check them out. They have a variety of toys for the kids to play with in the pool. So you can be relaxing while your kids are playing.

there will not be herds of kids, there are not ever a whole lot of kids anywhere on the island, just a nice blend, holiday inn is certainly not by far the best place to stay but they are trying to work with your budget
Holiday Inn Sunnspree in Aruba is a good value for the money. Right in the middle of the “strip” of high-rises, with a great location. They are not necessarily as attentive as a Hyatt or Marriott might be but its decent considering location and money.
I would reccomend that you go to http://www.tripadvisor.com and do a search for the Holiday Inn Aruba. There are quite a few reviews on that hotel and many others.

Use the website tripadvisor.com and check its reviews and comments. Best site I’ve found for travel, I never go to a hotel anymore without checking there. The travel agents and brochures and hotel websites aren’t to be trusted. Just keep in mind about 90% of the comments will be similar, 10% or less won’t like any place no matter how nice. So read several pages of reviews to get a “feel” for the place and other places on the island.
