To get to Portugal I would say to try ryanair . You can find the cheapest flights there . It all depends where you want to stay but look for Pousadas de Portugal .

I would use an atol protected agency considering the recent collapse of a few tour operators.
There are lots of deals around at the moment due to the decline in foreign travel this year.
I personally wouldn’t bother with a package. Book easyjet flights and use a site like hotelopia for accomodation – just be sure to take into account how you will get to and from your resort – some places are reachable by train / bus if you really want to do it on the cheap
