You will need one of those languages belonging to Serbo-Croatian language group which is: Serbian, Croatian and Bosnian. But most of younger population understand and speak English.

Serbian,Montenegrian,Bosian or Croatian – if you want to completely understand the people there.
Basic English is generally known, especially by people under 40, so if you only speak English, you won’t have much trouble.
People on the coast usually know Italian, also.
In Ulcinj most of the people speak Albanian.

but they usually speak english too, but with a funny accent…
I recommend you town called Herceg Novi. It’s great.
