I already have a Working Holiday visa for the Netherlands as a Canadian studying in Amsterdam. However I’m hoping to work elsewhere in Europe for the summer. How can I get an EU work permit? Will my Working Holiday visa allow me to work elsewhere in the EU for a limited period of time? The visa is dated 10 February and it lasts for six months. I am planning to work in June, July, and August.
I highly doubt that I am abusing the visa or doing something illegal because it was arranged for me on behalf of the Universiteit van Amsterdam and the immigration office of the Netherlands. Contacts in the Canadian government told me it is the appropriate visa as well.

No.
First, as a Canadian studying in Amsterdam you should have a residency permit as a student. This residency permit as a student should allow you to work part-time, similar to a Working Holiday Visa.
But if you are using a Working Holiday Visa to study at a Dutch university you are abusing this visa. (That is a criminal offense in some countries, just so you know.)
Second, there is no such thing as a EU work permit. You need to apply seperately for each and every country. If you want a work permit to work in France, you need a French work permit, if you want to work in Germany you need a German work permit.
Since you already got the WHV you should look into working in the Netherlands as long as it is valid (sometime in July if my estimate is correct) and then look into getting a new WHV from another country.

You can also try to expand your stay in the Netherlands by applying for a normal residency permit and work permit, but be warned that the extension fee is several hundred EUR.
