Completely depends on things like your interests/what you want to see and budget.

Most expensive to cheapest: Norway, Iceland, Estonia

Norway: Mountains, forests, glaciers and fjords (spectacular scenery). Lots to do outdoors like hiking and camping, but mostly on the west coast and center. Cities don’t have much nightlife and are very expensive. History is interesting as far as WWII, but the most interesting places are hard to get to. Easiest to see the country if you hire a car but there are buses/trains/ferries to take you to the most popular spots. You need at least a week to see anything at all here, due to long distances. I’ve lived her 1.5 years and travelled a lot, and still feel like I’ve hardly seen anything.

Iceland: Glaciers, volcanoes and hot springs (though seriously lacking in trees). Hiking and glacier walking. Again, you need a car to get to the best places. Similar food to Norway, and both have a good music scene. Better nightlife than Norway, but almost as expensive.

Estonia: I’ve only been to Tallinn once (really beautiful and interesting city). Scenery is fairly flat and marshy. Most culturally diverse and probably the best choice if you prefer interesting cities over nature, or if you don’t have much time to visit.
