Switzerland is no member of the EU (European Union) and therefore also no member of the Schengen states. Only EU countries are.

If visiting as a tourist you can enter Switzerland and Liechtenstein for up to 90 days without a visa. Switzerland is a member of the Schengen agreement, however it has not yet implemented it, therefore you will need a visa to enter any nation in that zone. Therefore, if you are planning on entering the Schengen area via Germany, you must apply for a visa with the German Embassy for a visa since it will be your point of entry in the Schengen zone.
